On January 30, the Water Resources Department of Shaanxi Province held the 2024 provincial water conservancy work, proposing that in 2024, we should grasp the historical opportunity, clarify the work ideas, target precise policies, strive to speed up the development of water conservancy in the province, constantly improve the water management system and water management capacity, and provide a strong water security guarantee for Shaanxi to compete for the western demonstration.

In 2024, Shaanxi Province plans to complete 45 billion yuan of water conservancy investment, improve the rural water supply beneficiaries of 2 million people, the proportion of large-scale water supply coverage of more than 38% of the population, an additional 900,000 mu of restored and improved irrigation area, an additional 4,000 square kilometers of soil erosion control area, the province's soil and water conservation rate of more than 70.8%.

Shaanxi Province focuses on networking, replenishment, and strong chain, fully implementing the "Shaanxi Water Network Construction Plan", accelerating the construction of a water network pattern of "two-domain penetration, three-district interconnection, multi-reservoir joint adjustment, five vertical and ten horizontal", supporting the extension of all regional urban water supply networks to the countryside, strengthening the interconnection between rural water supply projects and urban pipe networks, and opening up the "last kilometer" of the water network. With the goal of consolidating the Shaanxi water network, we will accelerate the implementation of key projects such as the second phase of Yinhan Jiwei and Dongzhuang Water Conservancy Project, and start the construction of key provincial-level water conservancy projects such as Puhua Reservoir, the renovation of the Donggan Canal of the Shiohe Reservoir irrigation area, the reinforcement of the Lanwan Reservoir, and the Dali River Subflood Tunnel project in Suide County. Actively promote the construction of Yanan level water network pilot area, and do a good job of demonstration and guidance.

Shaanxi Province adheres to the priority of people's livelihood and water control, comprehensively promotes the large-scale construction of rural water supply, standardized management, and water quality improvement "three special actions", gives priority to the integration of urban and rural water supply, the large-scale construction of centralized water supply, and implements the standardized construction and transformation of small-scale water supply projects according to local conditions. We will make solid progress in the standardization of water sources and the construction of standby water sources, standardize the testing and monitoring of water quality of source, ex-factory and peripheral water, and ensure the safety of water supply in rural areas. 38 large and medium-sized irrigated areas continued to be built and modernized, and an additional 900,000 mu of irrigated area was restored and improved. The construction of Dongzhuang Reservoir irrigation area was started, and the irrigation area can be increased by 600,000 mu after completion. We will seize the opportunity to increase the issuance of government bonds, and carry out projects to improve major tributaries, small and medium-sized rivers, mountain flood valleys, and strengthen ailing reservoirs.

Shaanxi Province adheres to ecological priority and green development, refines the construction of river ethics, and forms a cultural identity and consciousness of maintaining healthy river life. We will strictly implement plans for the protection and utilization of the shorelines of seven rivers and one lake, including the Weihe River, and actively implement differentiated management and control of the shorelines in different spatial divisions. We completed the clean-up and rectification of small hydropower plants in the Yellow River basin and Bashan region. We will establish a rigid system of water resources allocation and constraints commensurate with the distribution of population and industries, complete the adjustment of total water use indicators at all levels, and promote the allocation of water in inter-city rivers and the expansion and efficiency of water resources management. We will comprehensively promote the construction of key soil and water conservation projects, and accurately implement silting DAMS, sand retention projects, and comprehensive management of sloping farmland in northern Shaanxi. In southern Shaanxi, we will focus on the new national debt Danjiangkou Reservoir Area soil erosion control project, promote clean small watershed management, improve the water quality safety guarantee capacity of Danjiangkou Reservoir area and its upstream basins, and ensure that "a stream of clean water continues to flow northward".
