The "Notice" pointed out that the construction of ecological clean small watershed is the deepening and development of comprehensive management of small watershed, which plays an important role in protecting and conserving water sources, reviving the ecological environment of rivers and lakes, scientifically carrying out large-scale national greening actions, and building livable and suitable industries and beautiful villages.

According to the Circular, by 2030, Shaanxi Province will focus on areas with better natural resource endowments and higher levels of economic and social development, and build 50 ecologically clean small river basins with obvious demonstration roles. In 10 to 15 years, suitable areas of the province will be built into ecological clean small watershed; After the governance, the economic and social development of the small watershed region is more compatible, the cultivation and development of characteristic industries are stronger, and the goals of green mountains, clean water, beautiful villages and rich people are basically realized.

The "Notice" requires that water conservancy departments at all levels take the initiative to take the lead and strengthen communication and cooperation with agriculture, rural areas, forestry, rural revitalization and other departments; Provincial and municipal water conservancy departments shall, on the basis of comprehensive analysis of the data reported by counties and districts, conduct in-depth field research, seriously study and judge, and summarize and form the provincial and municipal ecological clean small watershed construction plan; The county (district) water conservancy department should plan in advance, accurately position, and carefully prepare the ecological clean small watershed construction plan at the same level.
