On March 1, the official website of the National Development and Reform Commission released the Guiding Opinions on High-quality Development of Distribution Network under the New Situation (Development and Reform Energy (2024) No. 187).

The opinion states: Focusing on the overall goal of building a new energy system and a new power system, build a safe and efficient, clean and low-carbon, flexible and intelligent distribution system, and promote the transformation of the distribution network from the traditional "passive" one-way radiation network to an "active" two-way interactive system on the basis of enhancing the capacity of supply protection. In terms of function, it is transformed from a single service body for power supply and distribution to a platform for efficient allocation of load and storage resources in the source network.

By 2025, the distribution network structure will be stronger and clearer, and the power supply and distribution capacity will be reasonable and sufficient. The capacity and flexibility of the distribution network have been significantly improved, with about 500 million kilowatts of distributed new energy and about 12 million charging pile access capacity; Active distribution grids are compatible with large power grids, the digital transformation of distribution grids is advancing in an all-round way, and an open and sharing system is gradually taking shape to support diversified and innovative development. The smart regulation and operation system will be upgraded at a faster pace, and new technologies such as vehicle network coordination and interaction, grid-based new energy and grid-based energy storage will be promoted in regions where conditions permit.

By 2030, we will basically complete the flexible, intelligent and digital transformation of the distribution network, realize multi-level coordination of the main distribution micro-network, massive resource aggregation and interaction, and plug and play of multiple users, effectively promote the integrated development of distributed smart grid and large grid, and better meet the development needs of distributed power supply, new energy storage and various new forms of business. It will provide strong support for the establishment of a high-quality charging infrastructure system with extensive coverage, moderate scale, reasonable structure and complete functions, and promote the realization of non-fossil energy consumption targets with a high level of electrification.
