The so-called "green electricity self-sufficiency" project of highways refers to a major project that fully utilizes the existing land and roof resources within the land use scope of highways, and arranges solar photovoltaic modules, energy storage, and grid connected lines according to local conditions, without reducing the existing performance and safety level of highways, to achieve a balance between the daytime power generation of distributed photovoltaic projects on highways and the daytime power consumption of tunnels and service areas along highways.

According to the plan, Sichuan will install distributed photovoltaic facilities on 36 highways and synchronously build energy storage systems at a ratio of no less than 20% of the installed capacity. Among them, the planned photovoltaic installed capacity of 21 operating highways is 47 megawatts, with an annual power generation of 60000 megawatt hours; The planned photovoltaic installed capacity of 15 under construction highways is 73 megawatts, with an annual power generation of 90000 megawatt hours.

By 2025, Sichuan will initially establish a clean energy supply system for highways.
