Recently, Seetao.com learned from the Chongqing Water Conservancy Bureau that the "Three-Year Action Plan for the High-Quality Development of Water Conservancy in Chongqing (2023-2025)" was issued a few days ago. According to the "Plan", in the next three years, the city will implement more than 1,800 water conservancy projects, with a planned total investment of more than 200 billion yuan and a completed investment of more than 120 billion yuan.

The "Plan" has set a series of small goals: by 2025, the compliance rate of river embankments above grade 5 in Chongqing will increase to more than 88%, and the reservoirs and rivers with a drainage area of more than 200 square kilometers with flood control tasks will be fully covered by hydrological monitoring. The total storage capacity of reservoirs has increased by 320 million cubic meters, the annual water supply capacity of water conservancy projects has increased by 210 million cubic meters, the penetration rate of tap water in rural areas has increased to more than 91%, the effective use coefficient of farmland irrigation water has increased to 0.515, and the basic ecological flow rate of key rivers and lakes has reached the standard. If it is lower than 90%, the water and soil conservation rate will increase to over 72.2%, and the dynamic adjustment mechanism of water price will be initially established.

The "Plan" clarifies the accelerated construction of a systematic and complete flood control and disaster reduction system, an intensive and efficient water resource allocation system, a powerful water conservancy system that guarantees people's livelihood, a healthy and sustainable river and lake ecosystem, a smart and smooth new infrastructure system, and an open and shared water conservancy service system and other six key tasks. In terms of strengthening the construction of flood control and disaster reduction projects, the construction of the three flood control reservoirs of Tiaodeng, Zaodu, and Fushouyan will be promoted, and the comprehensive management of small and medium-sized rivers will be completed for more than 1,000 kilometers; in terms of promoting the construction of backbone water networks, the water resource allocation project in western Chongqing will be completed , promote the integration of Sichuan-Chongqing Northeast (Central Chongqing) and the substantive progress in the preliminary work of the South Chongqing Water Resources Allocation Project; in terms of promoting the construction of rural water networks, coordinate the construction of rural water networks and high-standard farmland transformation and upgrading demonstration projects in hilly and mountainous areas, Select 10 districts and counties with relatively good water source conditions, industrial layout, and project connection to start pilot projects for rural water network construction; promote comprehensive management of river basin ecology, create a number of water ecological civilization demonstration villages, green small hydropower demonstration power stations, and build a number of happy Rivers and lakes, create a number of national and municipal water conservancy scenic spots, etc.; speed up the digital transformation of water conservancy, promote the application of BIM construction management information system, promote the construction of digital twin river basins, carry out pilot trials of digital twin water conservancy projects, and promote the digital twin Three Gorges Project in Chongqing Regional construction, etc.; strengthen the construction of water conservancy science popularization carriers, promote water culture projects such as the Hydrological Museum and the Three Gorges Immigrant Memorial Hall (expansion), and the construction of a number of national and municipal water regime education centers, and build an exhibition hall for water resource allocation projects in Western Chongqing, etc.

From the perspective of the number of projects and the amount of investment, in the next three years, Chongqing will implement more than 210 flood control and disaster reduction projects, with a total investment of about 41 billion yuan, and an estimated investment of about 26 billion yuan; implement more than 290 water resources allocation projects, The total investment is about 68 billion yuan, and it is expected to complete an investment of about 46.5 billion yuan; implement more than 1,150 livelihood water conservancy projects, with a total investment of about 73 billion yuan, and an estimated investment of about 44 billion yuan; implement more than 100 water ecological management projects, with a total investment of about 18 billion yuan, with an estimated investment of about 7.5 billion yuan; implement more than 25 new water conservancy infrastructure projects, with a total investment of about 1.5 billion yuan, and an estimated investment of about 1 billion yuan; implement more than 40 water conservancy science and technology culture and administrative efficiency improvement projects, The total investment is about 2.4 billion yuan, and the investment is expected to be about 2.2 billion yuan.Editor/Ma Xue
