On May 26, 2023, the swearing-in meeting for the construction of the supporting water network project in the county area of the Yellow River Diversion County in the central part of Luliang City, Shanxi was officially held in Xing County.

According to reports, the Central Yellow River Diversion Project is designed to supply 602 million cubic meters of water annually, covering 4 cities and 16 counties in Luliang, Xinzhou, Linfen, and Shanxi. The newly added and improved irrigated area is 1.5 million mu, benefiting a population of 3.2 million, involving 9 counties in Luliang City (city, district). According to the plan, Luliang City will build 14 water diversions, 20 reservoirs, and 17 pipelines of 902 kilometers, with a total investment of 10.46 billion yuan, which will be carried out in two phases: near and far.

On behalf of the Luliang Municipal Party Committee and Municipal Government, Zhang Guangyong, Deputy Secretary of the Municipal Party Committee and Mayor, expressed his gratitude to the Provincial Water Resources Department for its support and assistance to Luliang over the years. He pointed out that as the core area and critical area of the Central Yellow River Diversion Project, Luliang has the most weight, the most investment, and the most benefit. It is necessary to seize the current policy window period and the golden period of construction, face up to difficulties, work together to tackle difficulties, ensure the successful completion of construction tasks, and give a satisfactory answer to the provincial party committee, the provincial government and the people of the city.

Zhang Guangyong emphasized that first, we must strengthen our confidence and not waver. Our province has successively issued two plans for project optimization and provincial-level overall financing, arranging key enterprises to participate in the construction, coordinating and giving loan support, and providing a solid guarantee for project construction. It is necessary to seize opportunities, pressurize and forge ahead, and make every effort to promote project construction. Second, we must stick to our goals and not relax. Focusing closely on the provincial government's clear requirements for the water supply capacity and total water distribution to all counties to reach 305 million cubic meters by 2025, and to develop an irrigated area of 580,000 mu, it is determined to complete the project approval of 10 storage reservoirs and pipeline projects by the end of June. At the end of September, the five counties and districts achieved the goal of supplying water to enterprises, overcoming difficulties and sprinting with all their strength. Third, we must pay close attention to the implementation without discounting. The governments of all counties (cities, districts) should strengthen their main responsibilities, make every effort to guarantee the essential elements such as funds, land and approval, and promote the start of recent projects as soon as possible. The Municipal Water Conservancy Bureau should actively communicate with the provincial department, coordinate and promote the technical review of project feasibility study and preliminary design, and speed up the approval. The municipal-level work special class should establish a three-one working mechanism of one summary per day, one dispatch every ten days, and one supervision every January, to reverse the construction period and push forward the stubble to ensure the successful completion of the construction task.
