On August 15, 2023, the China (Shanghai) Pilot Free Trade Zone Lingang New Area made new moves to build a world-class cutting-edge industrial cluster. Twelve key industrial projects have started construction in the Lingang New Area, with a total investment of approximately 28.8 billion yuan.

The projects to be started this time cover cutting-edge industries such as integrated circuits, artificial intelligence, new materials, and intelligent vehicles.

Lu Yu, Director of the High Technology Department of the Lingang New Area Management Committee, said, "The industrial investment in the Lingang New Area has maintained a rapid growth, and the manufacturing investment in the Lingang New Area will exceed 40 billion yuan by 2023." The 12 key projects launched this time are all centered around the core industrial cluster of Lingang, helping the Lingang New Area to build a world-class cutting-edge industrial cluster.

Changdian Technology is one of the world's leading manufacturers of integrated circuit products, with sales ranking third in the integrated circuit packaging and testing industry. At the beginning of 2023, the company's board of directors decided to establish a manufacturing, packaging and testing base for automotive chip products in Lingang. The first phase of the manufacturing, sealing and testing project of Changdian Automobile chip products, which started on the same day, is located in the Heavy Equipment Industrial Zone of Lingang New Area. According to the official statement here, this project is a key project to supplement the packaging link of the integrated circuit industry chain in the new area, and also a backbone project for Shanghai to build a cluster of car grade chips.
