On March 7, Hainan Province major project promotion and promotion of private investment matchmaking meeting was held in Haikou, Hainan Province Development and Reform Commission to promote major projects, "five lists", private investment and other fields of projects, through the establishment of private investment docking platform, gathering the government, banks and enterprises, all efforts to fight for investment expansion and efficiency, to ensure the realization of the annual investment growth target.

"We will focus on the three future industries of sea, land and air and the green and low-carbon industry planning projects, and create a 'three degrees and one color' new quality productivity industrial system." The main person in charge of Hainan Development and Reform Commission said. At the promotion event on the same day, six offshore wind power projects such as Huaneng Lingao Offshore Wind Farm project were unveiled, making "green and low-carbon" a bright color among many promotion projects.

It is understood that since last year, Hainan Province has started three offshore wind power projects, namely Huaneng Lingao offshore wind power project, Shenneng CZ2 offshore wind farm demonstration project, Datang Hainan Danzhou 1.2 million kW (CZ3) offshore wind power project, this year will also start CZ7, CZ8, CZ9 and other three offshore wind power demonstration projects. These projects are all major projects of Hainan Province in 2024.

Among them, Huaneng Lingao Offshore Wind Farm project is located in the northwest sea area of Lingao County, Hainan Province. The site is about 14km long in the east-west direction and 9km wide in the north-south direction. The total area of the site is about 80.5km2, the water depth of the site is 11m ~ 34m, and the center is 22km offshore. The planned installed capacity of the site is 600MW, and it is planned to build 60 wind turbines with a single capacity of 10.0MW, and the supporting construction of a 220kV offshore booster station and an onshore centralized control center has started on December 5, 2023.

Shenneng CZ2 Offshore Wind Farm Demonstration Project is invested and constructed by Shenneng Group. The site is located in the northern sea area of Danzhou City. The total installed capacity of the project is about 191 square kilometers, and the total installed capacity of the project is 1.2 million kilowatts. Construction of the project was announced on January 28, 2024, and the first phase of the project (600,000 kW) is scheduled to be put into operation in June 2025.

Danzhou 1.2 million kW (CZ3) offshore wind Power Project of Datang Hainan is invested and constructed by China Datang Group, and the site is adjacent to CZ2 Shenneng Offshore Wind Farm Demonstration project. The planned site area is 192 square kilometers, 120 10MW wind turbines are planned to be installed, with a total installed capacity of 1.2 million kW, and two 220 kV offshore booster stations and one onshore centralized control center are planned to be built. It is connected to the land centralized control center by 4 submarine cables, and is connected to the newly built Shantang Station by a 14km 220 kV line. The project started on January 28, 2024, with an initial construction of 600,000 kilowatts and is scheduled to be put into operation in June 2025.

Cnooc New Energy East CZ7 (1.5 million kW) offshore wind power demonstration project is located in the west sea of Dongfang City, Hainan Province, with a total installed capacity of 1503.5MW, which is constructed in two phases. Among them, the site center of the first phase of the project (CZ7-1) is about 29km offshore, the site area is about 60km2, the water depth is between 11 and 44m, the installed capacity is 603.5MW, and 71 WTG230-8500 wind turbines with a single capacity of 8.5MW are planned to be installed. The second phase of the project (CZ7-2) site center is about 38km offshore, the site area is about 126km2, the water depth is between 26 and 49m, the installed capacity is 900MW, it is planned to install 75 WTG242-12000 wind turbines with a single capacity of 12MW. Each phase of the project is supporting the construction of a 220kV offshore booster station, and the construction of a land centralized control center.

Longyuan Power Hainan Dongfang CZ8 Site 500,000 kW offshore wind power project is located in the offshore west of the town of Dongfang City, Hainan Province. The offshore distance of the site center is about 12km, the water depth is about 12m ~ 26.5m, the total installed capacity is 500MW, and 50 sets of Mingyang Smart MySE10-242 wind turbines are planned to be installed. Supporting construction of a 220kV offshore booster station and land centralized control center. The project was approved on November 6, 2022.

The demonstration project of Dongfang CZ9 Offshore Wind Farm of Mingyang Group is located in the waters west of Dongfang and Ledong of Hainan Province. The total installed capacity of the project is 1500MW, which is constructed in two phases. This is the first three-dimensional Marine energy development demonstration project in Hainan, which will be built into a three-dimensional Marine energy innovation development demonstration project of "offshore wind power + ocean pasture + seawater hydrogen production" for the era of no subsidies, and create a leading domestic and provincial affordable offshore wind power demonstration benchmark.
